ABOUT THE DEPARTMENT Payroll in Jeffco during Workday Implementation Payroll in Jeffco is a complex, compliance-driven function that ensures all employees' ranging from teachers and support staff to administrators' are paid accurately and on time, in accordance with federal, state, and local regulations, district policies, and collective bargaining agreements. As the district transitions from the legacy PeopleSoft platform to Workday, payroll operations are undergoing a significant transformation. This migration involves: Redesigning Payroll Business Processes: Aligning workflows with Workday's capabilities to improve accuracy, transparency, and efficiency. Ensuring Compliance: Maintaining strict adherence to regulations such as the Fair Labor Standards Act (FLSA), IRS tax codes, the Public Employees? Retirement Association (PERA), and Colorado-specific labor laws. Data Integrity and Validation: Migrating and validating historical payroll data to ensure continuity and accuracy in employee compensation and reporting. Cross-Department Collaboration: Working closely with HR, Finance, and IT to integrate payroll with time tracking, benefits, and budgeting systems. Training and Change Management: Developing tools and training programs to support end users in adapting to the new system and processes. This transition is not just a technical upgrade - it's a strategic opportunity to modernize payroll operations, reduce compliance risk, and enhance service delivery across the district. ABOUT THE JOB We're seeking a detail-oriented Payroll Compliance Specialist to support our district's transition to Workday. This role is critical in ensuring accurate payroll business processes, mitigating compliance risks, and aligning operations with federal, state, and local regulations, district policies, and collective bargaining agreements. Key responsibilities include: Supporting the implementation of compliant payroll processes during system migration. Ensuring adherence to FLSA, IRS, PERA, and Colorado-specific regulations. Collaborating with HR, Finance, and IT to streamline payroll operations. Developing training materials and tools for end users. HOURS AND DAYS WORKED Desired Start Date: 08/04/2025 Specialist, Payroll Compliance Annual Position FLSA: Exempt FTE: 1.00, Hours/Day: 8.00, Year Round Position Salary Plan, Grade, Step: JCA - Administrator - 229 days, G05, 1 Min-Mid Annual Salary Range: $84,333 - $101,052 This is a two-year position with the potential for permanent employment based on business needs and performance. It's an exciting opportunity to help modernize payroll operations and make a lasting impact on service delivery across the district. PRE-EMPLOYMENT REQUIREMENT The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance. RESPONSIBILITIES SUMMARY Provide critical support to the district's migration from the current system to Workday by ensuring accurate payroll business processes are implemented and compliance risks are mitigated. Ensure accurate and compliant payroll processes in alignment with federal, state, and local laws; district policies; and collective bargaining agreements. Support system improvements and provide guidance on regulations such as FLSA, IRS, PERA, and Colorado-specific rules. Develop training and tools to support end users and collaborates with HR, Finance, and IT to streamline payroll operations. Review, design, and refine payroll business processes to align with federal, state, and local labor and tax laws. Monitor regulatory changes and implement necessary payroll process updates. Serve as a change agent to champion best practices and influence improved payroll process and procedures that prioritize end user experience. Develop and deliver documentation, tools, and training to support end users and promote compliance. Provide guidance on payroll-related laws, including FLSA, IRS regulations, and Colorado-specific rules. Support payroll testing during the ERP migration from current system to Workday. Ensure Workday payroll functionality supports accurate, compliant, and efficient payroll operations. Review timekeeping processes and records to ensure accuracy and compliance. Ensure timely and accurate payroll processing in accordance with collective bargaining unit agreements. Apply expertise in PERA (Public Employees' Retirement Association) retirement systems to ensure accurate reporting and contributions. Collaborate with HR, Finance, Compensation, and IT to ensure integrated and aligned payroll processes. Contribute to special projects related to payroll optimization, system improvements, and policy updates. Other duties as assigned. EXPERIENCE Minimum of 5 years of professional payroll experience including compliance and process improvement. Additional experience at a payroll manager level is preferred. Experience with ERP implementations/migrations preferred, especially Workday. Preferred experience working with public entities in Colorado, with a strong understanding of PERA retirement systems. EDUCATION & TRAINING Bachelor's degree required. Preferred field of study in business, accounting, finance or a related field. CERTIFICATES, LICENSES, REGISTRATIONS None required. CPP (Certified Payroll Professional) or similar certification is preferred.
