Reports To: Assigned Client's DOT Compliance Manager

Job Summary:

The Pipeline Compliance Specialist is responsible for ensuring that all pipeline operations comply with federal, state, and local regulations, specifically those outlined in 49 CFR Parts 191, 192, 194, 195, 196, 199 and the Texas Railroad Commission (RRC) regulations for Regulated Gas and Hazardous Liquid Pipelines working under coordination with the Altamira-US Regulatory-Compliance Manager who has oversight for this role. This role involves auditing, coaching, and managing compliance-related activities to maintain the integrity and safety of pipeline operations.

Key Responsibilities:

  1. Regulatory Program Management:
  2. Review and update various regulatory programs, including Operations & Maintenance, Operator Qualification, Integrity Management, Drug & Alcohol, Damage Prevention, Public Awareness and Oil Spill Response Plans and Programs.
  3. Manage and execute DOT compliance programs, including annual reviews and updates.
  4. Work with the Pipeline Technical & Compliance Director to ensure overall plan compliance.

  1. Program Execution and Compliance:
  2. Ensure the proper execution of compliance plans and programs.
  3. Audit work processes to maintain compliance.
  4. Coach employees on compliance with plans and programs.
  5. Review records for data recording compliance and work with the Data Coordinator to file necessary records.
  6. Lead and document required drills per 49 CFR Part 194.
  7. Works with Company Medical Team to review Drug & Alcohol Plans at all levels.
  8. Works with Company Medical Team to maintain D&A Drug Screening Pools
  9. Participates in weekly meetings to ensure Operator Qualification related covered pipelines are properly screened for Operator Qualification for both Company and Contractors
  10. Verifies Operator Qualification of all Company and Contract Employees who perform covered tasks.
  11. Manage Covered Task List.
  12. Assists Company Pipeline Services when applicable, including under abnormal conditions.
  13. Works with Company personnel to manage Internet Public Awareness Pages

  1. Auditing and Reporting:
  2. Schedule and conduct audits with PHMSA (Pipeline Hazardous Material Safety Administration) and RRCT (Railroad Commission of Texas).
  3. Audit job plans for compliance and report any gaps or issues.

  1. Stakeholder Interaction:
  2. Conduct quarterly stakeholder meetings.
  3. Manage public awareness programs, including annual route reviews and mailouts.
  4. Interface with contractor compliance teams and manage Oil Spill Response Organizations (OSRO) contracts.

  1. Data Management:
  2. Ensure all pipeline data documentation and Datra Management Systems are up to date.
  3. Manage DOT pipeline data in GIS and maintain PHMSA pipeline maps.
  4. Work with the Data Coordinator to manage records and job information.

  1. Training and Coaching:
  2. Coach pipeline personnel on compliance and operator qualification requirements.
  3. Ensure that all employees and contractors performing covered tasks are properly qualified.

Qualifications:

  • Bachelor's degree in a related field or equivalent experience.
  • 3 years’ experience as an engineer in pipeline operations, midstream energy or petrochemical sector.
  • Extensive knowledge of federal, state, and local pipeline regulations.
  • Experience in pipeline operations and compliance.
  • Strong auditing and reporting skills.
  • Excellent communication and coaching abilities.
  • Proficiency in data management and GIS systems.

Preferred Skills:

  • Certification in pipeline compliance or related areas.
  • Experience with PHMSA, TAC, and RRCT audits.
  • Familiarity with pipeline operations and compliance programs.

Working Conditions:

  • Office environment with occasional field visits.
  • Travel may be required for audits and stakeholder meetings.
