Overview

A client of Insight Global is seeking a highly experienced construction professional to serve in a Tri-Hat capacity, combining the roles of Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO). This individual will oversee construction activities, ensure quality and safety compliance, and manage project documentation for federal projects.

Key Responsibilities

Superintendent

• Oversee and coordinate all on-site construction activities
• Maintain project schedule, budget, and quality standards
• Manage subcontractors, materials, inspections, and change orders
• Ensure job site organization and documentation
• Comply with federal contracting standards (USAF, USACE)

Quality Control Manager (QCM)

• Implement and manage the Project Quality Control Plan
• Conduct inspections and manage submittals, RFIs, and as-builts
• Utilize QCS/RMS software for reporting
• Mentor QC staff and ensure contract compliance

Site Safety & Health Officer (SSHO)

• Develop and enforce the Accident Prevention Plan
• Conduct daily safety inspections and meetings
• Ensure compliance with OSHA, EM-385-1.1, and site-specific safety standards
• Maintain safety documentation, including SDS and OSHA 300 logs
• Lead incident investigations and safety training

Qualifications

Required:

• Bachelor’s degree in Construction Management, Engineering, or equivalent experience
• 10+ years of experience as a Superintendent
• 5+ years of safety experience (preferably on federal projects)
• 5+ years of quality control experience
• Experience with USACE/NAVFAC projects
• OSHA 30, CPR/First Aid certifications
• Proficiency in QCS/RMS, Microsoft Office, Primavera, Adobe Acrobat
• Valid driver’s license

Preferred:

• QC and Safety certifications
• 24+ hours/year of formal safety training over the past 4 years
• Competent person training in:
• Excavation
• Scaffolding
• Fall protection
• Confined space
• Hazardous energy
• Additional certifications: HAZWOPER 40, lead awareness, bloodborne pathogens, fire watch
• Experience in healthcare and railroad construction

Clearance & Access Requirements

• Base access required (e.g., Malmstrom AFB, ND)
• Must comply with all Federal, State, and Base security protocols
• Escort required in secure areas
• Must coordinate access with government representatives at least 5 days in advance

Project Scope

• Structural evaluation and replacement of ceiling and wall plates at fire training facilities
• Building 510: 2-week duration (Aug/Sept)
• Building 1400: 2–3 week duration (Jan 2026)
• Work includes scaffolding, confined space coordination, and potential fabrication
